What started the First Congo War?

The war was started by Rwandan Tutsis using local Conglese rebels as aid. They regarded raids by Rwandan Hutu refugees across the porous border of the two countries as a constant threat. They also felt that they could put a puppet government in power, in the shape of the leader of the Congolese rebels' Laurent Kabila and deposing the dictator Mobutu.
