Who is commander in chief of Europe?

There is no single "commander in chief of Europe," as Europe is made up of multiple sovereign nations, each with its own military leadership and command structures. The European Union (EU) does have a High Representative for Foreign Affairs and Security Policy, but this position does not hold military command.
