A bleeding heart is someone who is too sympathetic to the emotions of others. They over-react to this emotion and take things personally. Someone who is a bleeding heart would support radical laws which give more money and services to poor people than they do to middle class people.
A light heart means someone who is happy and carefree. If you are light hearted, you have had your worries lifted away.
