The South Viet Government had an Air Force, flying A-1 Skyraiders (see film: "Rescue Dawn"-to see the Skyraider attack airplane), F-5 Freedom Fighters (jets), helicopters, and 0-1 Bird Dog observation airplanes. The ARVN (Army Republic of South Vietnam) was the South Viet Army, and they had a Marine Corps, Rangers, artillery and armor (M-41 Walker Bulldog Light Tanks), and later a battalion of M48 Patton medium tanks. The South Viet Government drafted it's men; just like Australia and the US did, and had close to a million men under arms during the war.
