In the UK, you need a degree to become a Civil Engineer. This can be in the form of a four year MEng, or a three year BEng. To become Chartered (The professional recognition) you must undertake 3+ years of professional development and then take a test with the ICE. Professional development is a wide ranging term including, documenting the work you have performed showing a range of skills. This depends on the type of job you have, i.e. Consultancy or Contracting.
