The person themselves won't be; but the car can.

However, it won't affect the person inside. Since a car has rubber tires (which do not conduct electricity) it isn't grounded. Therefore, there is no way for the electricity to complete the circuit.

You're perfectly safe in a car in a thunderstorm.
