Is there an easy way to remove the trunk and bags on a 1999 Goldwing for tire change?

no. the trunk and saddle bag are bolted to a sub frame that is attached to the main frame of the bike, not to mention the wiring harness for the tail lights and other connectors. theres alot more there than you can see.
