Is megahertz a measurement of the amount of RAM?

Megahertz or MHz is not a measurement of the amount of ram. Ram is usually measured in megabytes or more likely gigabytes. Although, the frequency that the ram operates at is measured in megahertz.

For example a stick of ddr3 ram can have 2 gigabytes capacity and operate at 1333 megahertz
