How do you get WiFi on WiFi disabled 3g phones?

You don't. The hardware isn't usually physically in the phone.

The nearest you can get is internet access via a mobile phone using the broadband supplied by your phone company. Or you might be able to tether it via Bluetooth to laptop or phone that has internet access and or WiFi if your phone Bluetooth software supports that.
