The US believed Japan would continue to invade other countries for their oil. The US had placed an oil embargo on Japan because of the atrocities and invasion of Japan done by the Japanese. There were other conflicts too. The US thought Japan would attack the US at Midway or Philippines or elsewhere. They were foolish to put nearly the entire fleet of the US Navy in Hawaii. They should have left it in Long Island, San Diego, San Francisco, Oregon, Alaska and Washington while they were negotiating with the Japanese in Washington, DC. The worst part was that the Admiral of the Pacific Fleet knew there was problems with the US and the Japanese and he did little to have his men on guard of the fleet and airfields in Oahu, Hawaii. There was coded Japanese messages that went unheeded by the US Naval upper officers. So their belief that Japan would strike elsewhere if the oil embargo was not lifted was a serious, grievous error on the part of the Pentagon and the presidential cabinet.
