human resource development view human beings as means to increased income and wealth rather than as ends. It is concerned with human as a resource to increasing production and service. On the other hand human development is a holistic one putting people at the centre of all aspects of the development process i.e. health, long life, income, consumption, capability, decent living, empowerment and gender equality etc.
