How do you get a motorcycle licence if you don't have an insured bike to take the test?

You can't - you can not take a test without a bike to ride AND it is ILLEGAL to ride a bike without insurance. You could go to a riding school that provides bikes for learners (if such a school exists) and use one of their bikes for the test.
