What people investigate plane crashes?

The NTSB, National Transportation Safety Board, investigates air crashes in the US, crashes of American planes in other countries when permitted, and when their expertise is requested by other countries. They also investigate rail crashes, bridge damage or collapse, and other transportation related disasters. The NTSB can only investigate, report, and recommend, they are not an enforcement agency.
