Cyberbullying quite simply started when the internet became a common tool for anonymous users to say what they please without thinking of the consequences to the other anonymous users on the internet. So really, cyberbullying most likely started in the mid 90's when the internet became immensely popular.

Cyberbullying has been around as long as the venue for it has been around (the internet). When America Online launched in the early-to-mid 1990s, and "Surfing the web" first became popular, cyberbullying was born.
