I would say the statement is accurate: the Bible is a textbook for religion. It is NOT a history book (it only teaches the history of a particular religion, and it is not neutral about the way the story is told), nor is it a science book (in Bible times, what we know today about diseases, mental illness, Birth Control, the environment, etc was unknown or in very early stages of knowledge). The Bible is primarily a book that reveals the truths that believers of a given religion are expected to share.

The Bible teaches religious ethics, it teaches about the founders of Judaism and Christianity, and it teaches the customs and rituals of worship. It teaches how each religious faith (Judaism in the Hebrew Bible/Old Testament; Christianity in the New Testament) originated and grew. And those who study the Bible can gain valuable insights into what God requires of them, how their faith should be practiced, and how the teachings the Bible contains can be applied to real life situations.
