Who is stronger Might Gai or Kisame?

I'm not sure if they showed it in the manga yet but it Gai is stronger when he opens the 7 gate of shock and unleashes Handorum (i do not know how to spell it) and beats Kisame's giant shark bomb so it matters if Gai opens any inner gates with out them Kisame is stronger
