Is a skater dress the same as a cocktail dress?

No it really isn't.

It definitely isn't the same as a formal cocktail dress, however it is worth noting that if a skater dress were to be particularly special it could become a dress that could work in the place of a cocktail dress.. but it'd have to be something extraordinary.
