YES, Solihull Press is currently being investigated by Trading Standards as a fraud. It works as a pyramid selling scheme - once you've sent your £35 off to someone, you then have to convince others to send you £35. Each time this happens, you will earn £1.70. As you can see, unless you can convince several hundred people to join the scheme each week this is not a viable way to earn money, and a complete scam. Don't waste your time.
