The engraving shows a group of men attending a meeting to discuss matters of importance in the colony. One man is standing on a platform or table, indicating he is the leader in the meeting. Men in the audience are speaking too, responding to the leader and others in the meeting. Each of the men were chosen by citizens to "represent" them and their concerns, which is one function of having a legislature.
