Well, not just any man will give you his shirt! He clearly cares about you, and I would imagine he probably has feelings for you too, try a bit of flirting with him, touching his arm, smiling at him, see how he takes it. If he responds then either wait for him to make a move or do it yourself - ask him for coffee or something. The worst he can say is no!
Could be that or that he was being a gentleman and considerate. If your interested let him know somehow. Ask him if he would like to go somewhere to hang out and go from there.
