Is jirachi the Pokemon a girl or boy?

It is genderless like the other legendaries, except Heatran, Cresselia, Latias, and LatiOS, but in the movie, Jirachi is voiced by a female actress, just like Kayzie Rodgers (4-Kids Dub).
