Who was president when IRA's started?

The IRA, or Irish Republican Army, was formed in 1919 during the Irish War of Independence. At that time, Woodrow Wilson was the President of the United States. So technically, the IRA started during Wilson's presidency, but I doubt he had much to do with it.
