Who came up with the idea to ban meat on Fridays?

Actually, it is all animal products on Wednesdays and Fridays. This is because on Wednesday, Judas Iscariot betrayed Jesus to the Romans. On Friday, Jesus was crusified. I personally feel that Suday should have been added as well, as that is the day He rose from the dead.
