These two expressions talk about very different and non-condradictory things: It's easily possible to fall and rise in love at the same time.

'to fall in love': expresses loss of control, a swimming head, danger, vulnerability,...

'to rise in love': expresses (somewhat poetically) meeting the challenges love poses, growing to be a stronger person, sacrifice,...
