Where is the air conditioner fuse?

in many cars the ac fuse is located under the hood. There should be a distribution box with fuses and relays.

By the way, that fuse is only for the compressor clutch, and will be paired up with a relay - it has nothing to do with the HVAC blower, digital temperature control systems (ATC or SATC), etc.
