Why won't the Cooling stop on citroen xantia when engine is turned off even though it is winter and cold?

The cooling fans have a failsafe mode to make them operate at all times in case of problems. Chances are there's a break in the temperature sensor circuit. Remove, clean and refit plugs around fuel filter.
