Am not a 100% sure about this answer but yes it does hold some water in it, the portland cement majorly has its use in well aerated places i.e its mainly used for construction above sea or simply iits used where cement can dry in air
but the hydraulic has properties enabling it to harden properly under water. and thats where its mostly used or in places where water really comes around.
