Where does the number of electoral votes in Virginia come from?

From the Senators and Representatives of each state.

Each state gets at least 2 because each state has 2 senators.

As for the Representatives, the least are in Alaska, Montana, North Dakota, Idaho, Wyoming, South Dakota, Vermont, Delaware & DC, each have 1 representative (so Alaska gets 2+1, which is 3 electoral votes, as do the other states with 1 representative) and the most is in California (52, plus the 2 senators, makes it 55 electoral votes) followed by Texas (rep+sen=34), New York (rep+sen=31), Florida (rep+sen=27) etc...
