What is alec's powers?

Alec can desensitize people, ie. cut of your senses. He can make you unable to see, hear, smell or feel anything. I suppose he could prevent you from tasting anything as well. The Volturi uses him to desensitize people as an attack in a war and if they are being merciful to a victim before they kill them.
