What did Bush mean when he referred to terrorist regimes as an axis of evil?

George W. Bush referred to the terrorist regimes as "axis of evil" because he believed the countries coordinated efforts to provide and seek weapons of mass destruction to attack the United States and its allies. The term was initially used during the January 29, 2002 State of the Union Address.
