Can you start a sentence with the word moreover?

The Word "moreover" continues a thought in a new sentence. Only rarely is it properly used to introduce an independent clause, and would normally follow a semicolon.

Example : "The robber must be caught. Moreover, the persons who helped him escape should also be apprehended.
