Was Cuba ever a democratic country?

Cuba was a democratic country right after and before World War Two. Italian, Jewish and other gangsters invested money to create casinos. This is only possible in Democratic countries not Communist countries because of certain liberties associated with it. Shortly after, it had a military coup in which Castro was instated as the ruler/leader/dictator.
