Who regulates the answerology website. This site allows bullying by moderators despite protestations that it doesn't and I want to issue a complaint. Can anyone help?

It is because the bully's ARE moderators. See, back in the day, you only had to be on the site a certain amount of time and gain a certain amount of "points" to become one. Well a lot of BAD people got Moderator status, just for being there so much and ran all the good people off the site. Now the only people who are left, are the butt hurt trolls who only want to cause drama. Because they are moderators no one will take up for you or stand up to them or get their accounts deleted.
