What did America have to do to mobilize for war?

The U.S. being (technically) a neutral country till the day after the attack on Pearl Harbor, The belief was that WWII had come to them and had attacked America personally so President Franklin D. Roosevelt asked Congress to declare war on Japan. Due to the fact that war had been declared business had to start mobilizing for war meeting the demand of the government instead of creating Cars Ford would be make tanks. Basically US needed to Mobilize for war because it was pushed in to a war.
