What is the idea that laws should apply equally?

That no one should receive special treatment if they commit a crime. Like, for example, some random guy robs a bank and gets 20 years in prison for it. Then, lets say, the president robs a bank, stealing the same amount of money. If the laws applied to all, he would get the same sentence as the random guy, and not receive only 10 years because of who he was.
