When did hajj became a fard?

Namaz becomes Fardh when a boy or girl becomes physically or mentally mature, i.e. starts period, has a wet dream, grows pubic hair, or is knowledgeable of Islam and understanding of the consequences of decisions and takes responsibility for them. Otherwise, around 13 for girls and 15 for boys.
