When will there be an outbreak of surskits?

beat the elite four thrice then watch t.v ------------------------------------------ actually, i only beat them once. and then there was an outbreak, just beat them once, then keep watching tv, it was the first outbreak for me. so dont bother doing it thrice, you will waste your time.
