Taxes 'withheld' refers to an employer keeping some of your pay to send to the government for taxes. If you work 40 hours at $10 per hour your pay should be $400. You will be lucky to get $300 of this. The rest of the money will be withholdings for Federal Income Tax, Social Security, Medicare, State Tax, and in some places City Tax.

There may be other withholdings for health insurance, some retirement plan, life insurance, etc. but these are not taxes.
