What causes the vent blower to run good but put out hardly any air through any of the vents whether running heat or AC in a 1995 Ford Escord Wagon?

A few things come to mind. Unplugged/broken vacuum line; Bad control panel switches; Bad vacuum actuator someplace; Plugged up with outside stuff like leaves.
