Pennsylvania does not have a position of Vice President; rather, it has a Lieutenant Governor: currently (2010) it is Joe Scarnati.

Note that unlike many other countries, only the laws of the individual states are subject to Federal oversight, not the Governments of the states.

That is, state laws must pass the U.S. Constitutional test - i.e. a state law cannot be in conflict with the Constitution, which under the Supremacy Clause (Article VI< Clause 2), is the ultimate law of the land. It is possible for the practical effects of state laws to appear in conflict with Federal Laws (e.g. California's Medical Marijuana laws vs the Federal Controlled Substances Act), but, from a legalistic viewpoint, there technically is no conflict.

So, the various government branches of each state (Legislative, Judicial, and Executive) are in no way responsible to, nor subservient to, the Federal government. So, a Governor of a state does NOT report to the President, and a President cannot tell a Governor what to do (nor fire him).
