Hannibal was a common Carthaginian name. It probably means Ba'al's blessing.

The Carthaginians worshipped Ba'al (who also cameos in The Bible). The Jews worshipped Jehovah, whose name they shortened to Jo.

So Jo-Hann (the blessing of Jehovah) :: John; and Hann-Ba'al (the blessing of Ba'al) :: Hannibal; are arguably the same name.
