Who sets the amount for council tax?

There are various government bodies involved. Local and county councils, police and fire departments will submit their annual budgets. How much of this will come from council tax will be dictated by how much the treasury contributes in grants from central taxes. The individual distribution of that total required council tax burden will be largely decided by the Valuation Office Agency's property valuation bandings.
