Note ; #1 ; since the top number has TWO decimal numbers, the the bottom number has TWO decimal 'zeroes'.
#2 ; Note the position of the decimal point in the bottom number.
#3 ; Note the use of '1'(ONE) as the denominating value.
Hence
0.32/1.00
Cancel down the decimal point
032/100
Drop the prefix zero
32/100
Cancel down /reduce by '4'

NB When converting any terminating decimal to a fraction always write it as 'one(1) point' then the same number of zeroes as decimal place numbers in the numerator. Then proceed as above.
e.g.
0.245 = 0.245/1.000 or 0.23465 / 1.00000 et seq.
NNB Decimals repeating to infinity require a different technique to convert to a fraction.
Irrational Numbers , do NOT convert to a fraction. 'pi' ~ 3.141592.... is the classic example.
