How did water fountains work before electricity?

With gravity. Peter the Great put extensive fountains in his Peterhoff castle and all of them worked by gravity. They are still working today. The ancient Romans used a combination of aqueducts, underground cisterns, and gravity to bring water to their fountains and cities. These too are still working in many places.
