Is a provincial inexperienced person cosmopolitan?

A provincially inexperienced person is typically someone who has limited exposure to diverse cultures and experiences outside their local environment. While they may possess a cosmopolitan mindset or aspirations, true cosmopolitanism usually involves a familiarity with and appreciation for global diversity. Therefore, being inexperienced in a provincial context generally does not equate to being cosmopolitan.
