Is Touta Matsuda's really light cousin?

Touta Matsuda is not actually related to Light Yagami in "Death Note." While they share a connection through the investigation of Kira, they are not cousins or any form of relatives. Touta is a new character introduced in the "Death Note: The Last Name" film adaptations and is meant to represent a different perspective in the ongoing battle against Kira's legacy.
