In short, yes, they can. BUT, and this is a BIG but, some very stringent and specific regulations apply.
Here is a basic summery:
1. A medical waiver is needed since Gender Identity Disorder (GID) is considered a disqualifying condition. Most trans-men will also need a weiver for being under the required weight or height required for military entrance.
2. Must be pre-op (this means no mastectomy or sexual reassignment has been done, at entrance)
3. No Hormones (history of is okay but levels must be normal at entrance)
4. Must pass the physical exam like everyone else
