How do you catch Zapdos in Pokemon HeartGold?

after u catch articuno, moltres then go to the place called Power Plant. Power Plant is located at the place near rock tunnel. u can use fly to rock tunnel's Pokemon center then walk up (don't go in rock tunnel) u will c a river use surf and follow the river then u will get to power plant.
