What is the Washington state statute of limitations for background checks?

Don't quite understand the question. Anyone with a legitimate reason can view a person's criminal history. Any offenses committed prior to your 18th birthday will not be available to anyone except law enforcement and the courts, everything else since your 18th birthday is a public record and never 'goes away.'
