Why did god promise not to flood the earth with water again?

because back in noah's days, God had to flood it to teach his people. and since God love's us, he wont do it ever again. nbut you must understand he said "i will never flood the WHOLE EARTH' so that means, there will BE floods, just not the whole earth at once.
